Job Role :
1.Registrar
Pay Scale : PB4 37400-67000 with Grade Pay of Rs.8700.
Mode of Recruitment : Direct Recruitment / Transfer (Absorption)
Age Limit : Not more than 50 years as on 18th June 2012 (Age relaxation as per Govt. of India norms shall be applicable).
Tenure of appointment : The appointment will be for a period of five years, renewable for five years at a time and till the date of superannuation of the incumbent against a Continuing Contract vacancy available at C-DAC.
Educational Qualification & Experience :
For Direct Recruitment :
- LLM with 19 years experience
or
- Two years full time MBA/PG in Mass Communication / LLB or equivalent relevant professional qualification with 22 years relevant experience
For Transfer (Absorption):
In case of Transfer (Absorption) of officers of the Central / State Govt./PSUs/ Autonomous bodies:
In case of Transfer (Absorption) of officers of the Central / State Govt./PSUs/ Autonomous bodies:
- holding analogous posts on regular basis
or
- having 5 years of regular service in the Pay Band (PB-4) 37400-67000 with Grade Pay of Rs.8700 and Possessing the qualification prescribed for Direct Recruitment.
Job description and requirements :
- The post of the Registrar is one of the key positions in the administrative set up of C-DAC.
- The Registrar shall act as Non-member Secretary to the Governing Council (GC) and the Coordination Committee (CC) of C-DAC and Member Secretary to the Management Board (MB).
- Registrar shall in all matters concerning the C-DAC, act under the general control and orders of the Director General.
- Registrar shall be in charge of the records and correspondences relating to C-DAC, subject to the directions of the Director General.
- Registrar shall be in charge of the Administration of C-DAC and discharge responsibilies under the overall supervision of Director General.
- Registrar is expected to be a person with positive attitude and capable of efficiently handling administrative problems faced by organization from time to time.
- Registrar should be a person with proven ability and capability to coordinate with C-DAC centres and also have the ability to interface efficiently with Government / Semi government / Muncipal corporation and with academic / R&D/ industry and other IT institutions and professional bodies / Societies.
- He should have outstanding track record and ability to lead the team of officers, subordinates and seniors and co-ordinate with various wings of C-DAC such as General Administration, Material Management, HRD, Finance, Public Relations, S&T groups etc.
- Registrar should have the ability to guide, motivate and harness a team of administrative personnel towards achievement of institutional goals and should have the ability to independently manage the administration of C-DAC considering all organisational aspects.
- He should have sound knowledge of Government Rules and Regulations including FR/SR, CCS etc.
- He should have demonstrable experience in organising senior level meetings and also should be largely familiar with the functioning of Government / Semi Government / PSU's / Autonomous Bodies etc.
- Working knowledge of computers is desirable.
- Exposure to working of Autonomous Bodies is also a desirable requirement.
2.Joint Director (HRD)
Pay Scale : PB4 37400-67000 with Grade Pay of 8900.
Mode of Recruitment : Direct Recruitment / Transfer (Absorption)
Age Limit : Not more than 45 years as on 18th June 2012 (Age relaxation as per Govt. of India norms shall be applicable).
Tenure of appointment : The appointment will be for a period of five years, renewable for five years at a time and till the date of superannuation of the incumbent against a Continuing Contract vacancy available at C-DAC.
Educational Qualification & Experience :

- LLM with 14 years experience
or
- Two years full time MBA/PG in Mass Communication / LLB or equivalent relevant professional qualification with 17 years relevant experience

Job description and requirements :
- Joint Director (HRD) shall be responsible for matters relating to the Human Resources Development policy of C-DAC including coordination and implementation of matters relating to Recruitment, Promotions, Transfer, Discipline, Training etc.
- He shall work under the general guidance, supervision and control of the Director General, C-DAC.
- He must be able to guide and motivate the employees of C-DAC and must carry good communication skills, interpersonal skills, problem solving skills, thorough knowledge of best practices etc.
- Joint Director (HRD) should have a good temperament, positive attitude, drive and initiative to work and must carry a good knowledge of performance management software & systems.
- He should have worked in the areas of HRD, personnel, establishment, recruitment, training, legal activities, promotion policies and public relations.
- He should have sound and working knowledge in dealing with HR, administrative and legal matters including drafting of extensive reports and maintainance of HR records.
- He must have an ability to organise training programmes, seminars and workshops, supervise and coordinate HR activities of all the centres.
- Job experience in senior position in the field of HR/Personnel Management / Establishment and related field in any Government / Semi-Government / reputed organisation is desirable.
- He should be capable of drafting of Rules and Regulations, Service Conditions, Policies and Procedures to meet functional requirements related to the HR functions of C-DAC.
- He should be well conversant with Central Government Rules including CCS, FR/SR etc.
- Working knowledge of computers is desirable.
- He should be capable of Liaisoning with various Government, Semi-government and Private institutions and interface with senior people from Academic/R&D/IT organisations for HR and related functions.
3.Officer on Special Duty (OSD)
Pay Scale : PB3 Rs.15600-39100 with Grade Pay of Rs.7600
Mode of Recruitment : Direct Recruitment / Transfer (Absorption)
Tenure of appointment : The appointment would be against Regular Vacancy available at C-DAC and till the date of superannuation of the incumbent.
Age Limit : Not more than 37 years as on 18th June 2012 (Age relaxation as per Govt. of India norms shall be applicable).
Education Qualification and Experience :
For Direct Recruitment:
- 1st class B.E./B.Tech/M.C.A/ or equivalent degree in relevant discipline with 7 years experience
OR - Postgraduate in Engineering / Technology in relevant discipline with 5 years experience
OR - Ph. D with 4 years relevant experience
In case of Transfer (Absorption) of S&T officers of the Central / State Govt./PSUs/ Autonomous bodies:

Job description and requirements :
- OSD shall assist Director General, C-DAC in routine Technical as well as in Administrative works which Director General is handling.
- The person should have broad Scientific, R&D and Technological vision and ability to keep track of recent trends and emerging development in the relevant field.
- He shall assist Director General in formulating Corporate plans, designing work processes, planning specific interventions to improve organisation effectiveness and implementing various systems.
- He should be capable of supervising and co-ordinating Technical and Administrative activities with C-DAC Centres and that of Corporate Office.
- He should have work experience in preparation of perspective plans, presentations for various external agencies including Government.
- He should be capable of liaisoning with various academic, R&D and IT institutions in country and abroad.
- He should have drive and initiative to work for the office of the Director General and ability to ensure the smooth functioning of the office of Director General.
- Proficiency in use of computers is essential.
- He should possess good communication skills, both written and spoken.
- He should have a good temperament.
- He should be capable of handling of travel requirement of Director General, VIP visitors and Dignitaries.
- He should be able to effectively interact with media advisors, advertising agencies, event managers and coordinating with them as per the directions of Director General, C-DAC.
- Knowledge in organising seminars/workshops/ exihibitions, national as well as international is desirable.
- He should be capable of drafting noting sheets, communications, letters etc. and handling independent correspondence.
